Zimbabwean citizens can now apply for Import and Export Licences online.

How to Apply for an Import/Export Licence

  1. In order to be able to access the Ministry of Industry and Commerce Import/Export online applications,

you must first register on the ZimConnect Portal. Use the direct link https://zimeservices.pfms.gov.zw 

  1. On the page that opens, choose Loginif you are already registered on the ZimConnect platform. If not, choose Click here to registerand follow the instructions. This registration is for individuals only. There is no need for you to register your company on this platform because company information is retrieved from the Companies Registry database through the use of the company number that is on the Certificate of Incorporation. You will enter the company number when having accessed the Import/Export licence online application, as shall be explained below. After registering, click Login.
  2. Once logged in, locate the Ministry of Industry and Commercesection, and expand the Enterprise Developmentmenu. Choose Apply for Import Licence or Export Licence.
  3. After reading the requirements on the page that opens, scroll down and select whether it is a company applicationor an individual application.If it is a company application, you will need to enter the company number as shown on the certificate of incorporation. Click NEXT and proceed through the following pages, providing the requested information. Click SAVE APPLICATION after having filled in the application form and the next page is where you shall attach the required documents. The application number will be shown after submission and shall also be sent to the logged in user’s email address.
  4. Give at most 3 working days to receive feedback on the processing of the application.

Payment of Import/Export Licence fee

Should your application for an Import/Export Licence be approved, proceed to filling in the Import Licence Issuance/Export Licence Issuance form. Only APPROVED applications can provide access to

this form.

Proceed as follows:

  1. Click on Import Licence Issuance
  2. Enter the application number for your APPROVED initial import/export application. The system

will validate if the application number entered is for an approved application

  1. Once accessed, fill in the required fields on the import/export licence issuance form.
  2. You have an option to pay your application fee online. If you wish to pay online, click on MAKE

PAYMENT VIA PAYNOW. Make the necessary payment on PAYNOW using any of the various

payment options available and, once paid, a confirmation message will be sent to you.

  1. If you do not wish to make an online payment, please proceed to office 47, 14th floor, Mukwati

Building and make the payment there. After paying, scan the receipt, and when filling in the

issuance form, select the option “I have proof of payment ready to be attached” from the drop-down that asks if you have made a payment for the application. You shall attach the receipt after

clicking SAVE APPLICATION on the next page.

  1. IMPORTANT: Do not click SAVE APPLICATION unless you are sure you have the receipt ready to be attached or you have sufficient balance in the account you wish to use to make the online payment (e.g. Ecocash). The reference number used to access the Issuance Form is for ONE-TIME SUBMISSION ONLY. Also, ensure all values entered on the issuance form are correct.
  2. Import/Export Licences will not be issued until the application fee is paid.
  3. A confirmation message of the successful printing of the permit will be sent to the applicant and the applicant may collect the permit in Room 36, 14th floor, Mukwati Building.

10.: REQUIREMENTS FOR APPLICATION FOR IMPORT/ EXPORT LICENCE

1 Enterprise Development stating the following: -

  • Brief company profile indicating the line of business
  • Product description
  • Tariff code
  • Quantity (tonnes, litres, metres, kilograms, etc.)
  • Purchase price per unit
  • Selling price per unit
  • Total consignment
  • Country of Origin/ Destination
  • Justification for importing/exporting (Why importing not sourcing locally)
  1. Attach copies of the following documents: -
  • Certificate of Incorporation
  • C14 showing company directors
  • Tax clearance certificate
  • Copy of Standard Development Fund levy receipt (No. 1 Adylin Road Marlborough, Harare – Tel 04-309 800/20, 309 833)
  • Proforma invoice (For Imports)
  • Copy of last used licence/ ZIMRA marked off import licence

NB: Applications should be separate for different products [Import Licence Fee: USD$100 & Export Licence Fee: USD$50,  equivalent to the prevailing interbank rate of the day and to be paid upon approval of the application]

The Standard Development Fund was established through an act of Parliament Chapter 14:19 of 1987.

The objective of the Fund is to develop and promote standardization and quality control of commodities and services in Zimbabwe. This is done through levy collections which are disbursed in the form of grants to organizations that deal with the above objective. The current beneficiaries are Standards Association of Zimbabwe (SAZ), Southern African Development Community Accreditation Services (SADCAS), Scientific and Industrial Research and Development Centre (SIRDC), National Competitiveness Commission (NCC) and Trade Measures Department (TMD).

In order to attain the continuous improvement of its revenue collections, the Standards Development Fund enforces compliance to the Standard Development Fund Act by routine wage bill inspection visits. This enables the Fund to achieve higher attainment of its set objectives.

COMPETITION AND TARIFF COMMISSION

 

  • Promote fair competition in all sectors of the economy;
  • Investigate and regulate mergers in the economy;
  • Investigate, discourage and prevent restrictive practices;
  • Reduce barriers to entry into any sector in the economy or any form of economic activity;
  • To undertake investigations and make reports to the Ministry of Industry and Commerce relating to tariff charges i.e. giving assistance or protection to local manufacturing industry;
  • Investigate unfair trade practices in the economy; and
  • Rendering technical assistance to Government during trade negotiations.

 

CONSUMER PROTECTION COMMISSION

 

  • Protect consumers from unconscionable, unreasonable, unjust or otherwise improper trade practices; as well as deceptive, misleading, unfair or fraudulent conduct;
  • Promote fair business practices;
  • Co-ordinate and network consumer activities and liaise with consumer organisations and the competent authorities and agencies locally and outside Zimbabwe;
  • Promote consumer education and empowerment;
  • Investigate and evaluate alleged prohibited conduct and offences;
  • Refer to the Competition Commission or any other relevant authority any concerns regarding market share, anti-competitive behaviour or conduct that may be prohibited in terms of the Competition Act [Chapter 14:28] or other relevant Acts;
  • Cooperate with other consumer protection authorities to obtain redress across borders for consumers affected by fraudulent and deceptive commercial practices;
  • Promote international co-operation in the comparative testing of consumer goods and services and facilitate exchange of test methods, plans and results; and
  • Monitor trends in the consumer market and regulate the accreditation of consumer protection advocacy bodies.

 

 

NATIONAL COMPETITIVENESS COMMISSION

 

  • Develop, coordinate and implement key income and pricing policies that will enhance Zimbabwe’s global competitiveness;
  • Monitor evolving sector specific subjects and strategies for enhancing Zimbabwe’s global competitiveness;
  • Review all existing and new business regulations to ascertain their impact on the cost of doing business and recommend amendments or repeals where appropriate to enhance competitiveness;
  • Continuously monitor the cost drivers in the business and economic environment, and advise on measures to be taken to enhance productivity and address current and emerging costs challenges;
  • Identify sectors of the Zimbabwean economy that have potential for global competitiveness, whilst also paying due attention to issues of the structure and size of industry, technology gaps and skills, and infrastructure and modernization needs;
  • Review all price changes by the Government, statutory corporations and local authorities when charging or levying user fees, rates, penalties and fines payable by the public and clients;
  • Undertake research and maintain a comprehensive nationwide statistical database to be used in the analysis of competitiveness across all sectors of the economy;
  • Develop periodic competitiveness frameworks and strategies;
  • Provide a platform for dialogue between the public and private sector, labour, academia and non-state actors on the subject of competitiveness;
  • Build awareness and advocacy on matters related to competitiveness;
  • Produce an annual benchmarking report on national competitiveness to be called the National Competitiveness Report; and
  • Perform any other functions that may be conferred or imposed upon the Commission by this Act or any other enactment.

 

ZIMBABWE IRON AND STEEL COMPANY (ZISCOSTEEL) (PVT) LIMITED

 

  • Production of Iron and Steel.
  • Production of steel and steel products.
  • Enhance value addition and beneficiation of the abundant iron ore.
  • Accelerate import substitution by supplying required steel products to the local market.
  • To provide steel and steel products to downstream industries in all sectors.

ZIMBABWE INTERNATIONAL TRADE FAIR COMPANY

 

  • To establish, hold, promote, manage, control and support, assist or participate in trade fairs, shows and exhibitions of every description which are aimed at promoting or stimulating interest in manufacturing industry and commerce.

 All persons placed on community service are supervised by heads of institutions. Eg Heads of Schools, Sister in charge at clinics etc. Community service officers oversee the supervision process done by heads of institutions by making a follow up at institutions of placement.

Legal Aid offices are accessible in all of the country's provinces with some offices in districts such as Chivhu, Chipinge, Chiredzi.
